Do you believe a wrestler has to win a world champion to get a major push?

Like for example, Masked Kane. He never won world champion(he did in 1998, but that didn't last), but he has been freak of nature and one of the most dangerous, if not the most dangerous advesary back in the day. But it seems nowadays that some of these superstars are getting a world title and they really don't have that push.
